Ground-Level Ozone: A Different Kind of Front Range Air Alert

Why does Boulder's air quality sometimes worsen on a clear, smoke-free summer afternoon with no fire in sight? The answer is a pollutant that behaves nothing like wildfire smoke: ground-level ozone. The alert built around it is called an Ozone Action Day, issued jointly by the Colorado Department of Public Health and Environment and the Regional Air Quality Council for the Front Range Urban Corridor -- the stretch running from Douglas County north through the Denver-Boulder area, Fort Collins, and Greeley into Larimer and Weld counties.

That program runs on a seasonal clock, and it isn't a year-round system. As of 6 p.m. MST on September 7, 2026, the highest Front Range ozone reading was an AQI of 48 -- squarely in the Good range -- and the Summer 2026 Ozone Action Day Alert Program had already concluded for the year. A separate winter High Pollution Advisory Program, focused mainly on fine particulates, carbon monoxide, and visibility rather than ozone, begins November 1. The two programs track different pollutants on different calendars, which is one more reason an ozone alert and a smoke advisory shouldn't be read as interchangeable.

How Heat and Sunlight Turn Car Exhaust Into Ozone

Ground-level ozone isn't emitted directly the way smoke particles are -- it forms in the air itself, through a reaction between ozone precursors -- nitrogen oxides and volatile organic compounds -- when those pollutants sit in heat and sunlight. Gas-powered vehicles, gas-powered lawn and garden equipment, and industrial sources including oil and gas operations are the state's largest suppliers of those precursors. That's also why ozone problems concentrate in summer: the reaction needs strong sun and warm temperatures to run, conditions the Front Range has in abundance from roughly June through early September.

It helps to separate this from the ozone most people learn about in school. The protective ozone layer sits miles up in the stratosphere, shielding the ground from ultraviolet radiation. Ground-level ozone is the same molecule doing the opposite job -- forming near the surface, where people breathe it, and causing harm rather than protection. Occasionally the two layers interact directly: a stratospheric intrusion -- air from the stratosphere mixing down into the surface layer -- is most common in spring and early summer after cold front passages and can leave ozone elevated for up to a few days. Colorado's high elevation and mountainous terrain make these intrusions more likely to reach the ground here than in lower-elevation states, since stratospheric air has less distance to travel down. Wildfire smoke can also indirectly boost ozone formation under the right conditions, which is part of why some real alerts end up naming both hazards at once.

Reading an Actual Ozone Action Day Alert

An Action Day Alert for Boulder County on July 30, 2024 shows what a combined event looks like. It stayed in effect until at least 4 p.m. the following day, driven by warm, stagnant weather layered on top of local and out-of-state wildfire smoke -- specifically smoke from the Alexander Mountain and Stone Canyon fires near Loveland and Lyons. Both ozone and fine particulate matter were forecast to approach unhealthy levels, which is why the alert named both pollutants rather than one.

Most Action Days are quieter than that. The most recent Front Range forecast on file, issued Friday, September 4, 2026, at 2:15 p.m. MDT, projected ozone concentrations in the Good-to-Moderate range through the following Tuesday, with a single, narrow advisory: people unusually sensitive to ozone should consider reducing prolonged or heavy outdoor exertion between noon and 8 p.m. That's the routine version of an Ozone Action Day -- a sensitivity note for a specific window, not a broad shelter-in-place message. The trigger for either kind of alert is the same: current air quality that's already unhealthy, or expected to worsen later the same day or the next. In the summer program specifically, an Action Day for ozone or fine particulates also carries one mandatory consequence -- open burning is prohibited for the duration.

Boulder's AQI, Ozone Specifically

Boulder's own guidance breaks the Air Quality Index into six bands: Good (0-50), Moderate (51-100), Unhealthy for Sensitive Groups (101-150), Unhealthy (151-200), Very Unhealthy (201-300), and Hazardous (301 and higher), each tied to a specific level of risk and a specific population that starts to feel it. Ozone doesn't spread its impact evenly across the calendar the way that scale might suggest. A Boulder-area air-quality tracker compiling county-level EPA data from 2020 through 2025 shows ozone as the single named main pollutant behind Boulder County's Air Quality Index in every one of those six years, with the county's median AQI holding in a tight band between 47 and 52 across the period. Fine particulate matter -- the smoke-driven pollutant -- tends to spike hardest during discrete wildfire events, while ozone builds more predictably on the hot, sunny, stagnant afternoons that recur through the whole ozone season. That's the practical version of the split this whole post is built around: two different pollutants, two different weather setups, and two different alert systems tracking them.

Cutting Exposure on a High-Ozone Afternoon

The City of Boulder's air-quality guidance is specific about timing rather than just telling people to "be careful." On a high-ozone day, the recommendation is to exercise early, since ozone concentrations typically build through the day, and to avoid strenuous outdoor activity in the late afternoon and evening when levels usually peak. The same page asks residents to hold off on two everyday sources of ozone precursors -- fueling a car and mowing a lawn -- until after 5 p.m., timed to miss the hours when sunlight and heat are doing the most work turning those emissions into ozone.

The precursor-reduction list runs longer than that single rule. Boulder's page recommends fewer car trips, carpooling, public transit, telecommuting, or walking and biking instead of driving, and specifically flags the EcoPass and NECO Pass programs, which give participants unlimited rides on most regular RTD service -- including the SkyRide service to Denver International Airport -- at no additional charge. On the equipment side, the city offers a rebate voucher worth roughly $150 toward an electric lawn mower, aimed at the same gas-powered small-engine emissions already named as ozone precursors above. Combining or skipping just two car trips a week has a measurable positive effect on regional air quality, even during periods when wildfire smoke is also in the mix.

Getting the Alert Before You Head Out

Because Ozone Action Days are forecast rather than only observed after the fact, the useful moment to check one is before planning an afternoon outside, not after noticing hazy air. Same-day and next-day Front Range ozone forecasts are posted alongside sign-up information for automated alerts, so a quick look before a hot-weather hike, ride, or yard project catches an advisory that a glance at clear skies would miss entirely. Boulder County also runs its own emergency-alert system for county-specific advisories, separate from the statewide CDPHE forecast, which is worth having in place before the next stagnant, sunny stretch rather than during it.

None of this replaces watching for wildfire smoke -- that's still the more visually obvious Front Range summer air hazard, and it can compound an ozone problem rather than substitute for it, exactly as it did in the July 2024 Boulder County alert. But treating "the air looks clear" as proof the air is fine skips the hazard that doesn't announce itself with haze. Ground-level ozone builds invisibly on the hottest, sunniest, most pleasant-looking Front Range afternoons of the year -- which is precisely why the alert exists separately from the smoke system, and why checking it is worth the same thirty seconds as checking the forecast.
